Trouble connecting Wiimote on Windows 10

I want to use a Wii Guitar Hero guitar with Phase Shift, but I'm having trouble getting the wiimote connected to my computer which runs Windows 10.

I open up the bluetooth menu on the computer, and then press the 1+2 buttons on the wiimote.
The four lights at the bottom of the wiimote start flashing, and the computer detects the device and reports that it has paired with it, showing its name as Nintendo RVL-CNT-01.
The lights keep on flashing though, and when I run a script in glovepie 0.43 nothing seems to work.

Any ideas on how to get this working?

Edit: Tried rebooting, and tried using a different wiimote.
Got it working one time with the second wiimote, but now it's back to just flashing all the time.
